rajasi–in passion; pralayam–dissolution; gatva–attaining; karma-sangisu–in the association of fruitive activities; jayate–takes birth; tatha–thereafter; pralinah–being dissolved; tamasi–in ignorance; mudha–animal; yonisu–species; jayate–take birth.
Translation:
When one dies in the mode of passion, he takes birth among those engaged in fruitive activities; and when he dies in the mode of ignorance, he takes birth in the animal kingdom.

in this shlok it mean that every person get rebirth according to his karma.its a law of evolution.if one get birth in animal kingdom then what…look…in animals there is no free will or intellect… so they dont have karma..they evolve in same line and same manner…once they achive human state again they have to do good work to be remain in the same kingdom…if they dont then again they have to take birth according to their karma..thats kama bandhan… great characters each time evolve as a more powerfull human being..lord krishna gave a promice in geeta that in each birth we get same at time of birth that we have achieved in last birth.. thats the reason behind difference in every person.. some are born intelligent..born genious…they have special power for which they had never put an extra effort…that is their last birth’s balance which god give…thus birth by birth one may become more n more pure n ultimately mergeed with god, that is MUKTI..
